This collection contains correspondence and related material pertaining to longtime Sedgwick County Manager William P. Buchanan's career in local government. Pertinent topics include law enforcement, economic development, finance, education, land use, solid waste management, health care, the privatizing of county services, partnerships with Wichita city government, and transportation needs.

Biography

William Paul Buchanan was born in Altoona, Pennsylvania, on February 5, 1945. He attended Waynesburg College in Waynesburg, Pennsylvania, graduating with a B.A. in History in 1967. The following year Buchanan earned an MPA from Kent State University and began his career in public administration as Executive Director for Greene County, Pennsylvania. In 1971 he became the Village Manager of Liberty, New York, and in 1975 assumed the role of City Manager in Franklin, Pennsylvania, before taking on the same role in Jackson, Michigan, in 1985.

In March 1991 Buchanan became County Manager for Sedgwick County, Kansas, a position he held until retiring in June 2015. Notable achievements of his time in office include the construction and opening of Exploration Place and INTRUST Bank Arena, updated detention facilities for juvenile and adult jail inmates, improved health care for the indigent and working poor, and the creation of workforce training initiatives. Buchanan also served as the 2006-2007 President of the International City/County Management Association (ICMA). He is married with three children and lives in Wichita.

This series contains letters and memoranda on government, public safety, finance, law enforcement, economics, public works, and other topics, 1992-2009. Most items are from Buchanan to the Board of County Commissioners. A chronological listing and summary of each letter or memo precedes the correspondence itself (e.g. an inventory of the 1992-1997 material will be followed by those letters and memos within this date range); a few items are listed and filed out of order. Note: Some correspondence to the Board is listed in inventories contained in Series 2; these items are therefore filed accordingly.
