The Stanley F. Spencer papers concern his involvement with various water resource organizations from the mid 1940s to the late 1960s. Some of these organizations include the Arkansas Basin Development Association, Walnut-Basin Association, the Kansas State Chamber of Commerce Water Resources Committee and the Arkansas Tri-State Committee. These organizations were involved in the development of water resources in the Arkansas Basin region.
