Glickman began his career as a trial attorney for the U.S. Securities and Exchange Commission in Washington, D.C. In 1970, he returned to Wichita and became an officer in Glickman, Inc., a family concern specializing in recycling metals. He joined the law firm of Sargent, Klenda of Wichita in 1971 and was made partner in 1973. That same year he was elected to the Wichita Board of Education and served as its president in 1975. In 1976, Glickman was elected as a Democrat to represent the 4th Congressional District in Kansas, an 11-county area around and including Wichita. He began his service in the 95th Congress and to the eight succeeding Congresses (January 3, 1977-January 3, 1995).
As a member of Congress, Glickman served on the House Agriculture, Judiciary, Science and Technology, and Intelligence Committees. On the House Agriculture Committee, he served on the following sub-committees: Conservation, Credit, and Rural Development; Domestic Marketing, Consumer Relations, and Nutrition; and Wheat, Soybeans, and Feed Grains, of which he chaired from 1988 to 1993. On the Judiciary Committee, he served on the sub-committee on crime. Glickman served as Chairman of the sub-committee on Transportation, Aviation and Materials, from 1983 to 1987. He also served as Chair of the Permanent Select Committee on Intelligence in 1993-1994 (103rd Congress).
Glickman was appointed by President Bill Clinton to serve in his Cabinet as Secretary of Agriculture. He began that service March 30, 1995. His appointment ended January 2001.
Glickman married Rhoda Yura of Detroit in 1966. They have two children: Jonathan, born in 1969, and Amy, born in 1972.
