Content Note
This collection covers Garner
E. Shriver's 16 years representing
the Fourth Congressional District of Kansas. The papers in
the collection appear chronologically according to congressional session and
are categorized under specific headings of bills, remarks, legislation, cases,
subjects and general. Under these headings are official reports and documents,
correspondence from and to dignitaries, constituents, and fellow congressmen,
and various political materials related to the state of Kansas. The collection
also includes speeches, media tapes, newspaper clippings, miscellaneous films
and photographs.
Biographical Note
Garner
E. Shriver, Republican, served eight terms in the United States House of Representatives
as Congressman for the Fourth Congressional District of Kansas. During the
87th and 88th Congresses, he served on the House Judiciary Committee, and
in the 89th Congress he was appointed to the powerful House Committee on Appropriations.
Shriver also held the distinction of ranking member of the Foreign Operations
Subcommittee and was a member of the Labor and Health, Education and Welfare
Subcommittee. In the 94th Congress, he was appointed to the newly created
House Budget Committee. In addition, he was president of the 87th Congress
Club in the House of Representatives and served on the Republican Policy Committee
and the Executive Committee of the Committee on Committees.
He was defeated when seeking re-election in 1976. He then was the minority counsel and later general counsel to the Senate Veterans Affairs Committee from 1976 to 1982 after which he returned to law practice in Kansas.
Prior to his election to Congress in 1960, Shriver served two terms (1947-1951) in the Kansas House of Representatives and two four-year terms in the Kansas Senate (1953-1960).
Born July 6, 1912, in Towanda, Kansas, Shriver graduated from Wichita East High School (1930), the University of Wichita (1934) and law school at Washburn University (1940). He served as a Navy lieutenant in the Pacific in World War II.
In 1961 he was recipient of the University of Wichita Alumni Association Achievement Award; in 1967 he received the Washburn University Alumni Association Distinguished Service Award; and in 1970 he was awarded the honorary degree of Doctor of Public Service from Friends University of Wichita. The post office building at 9350 E. Corporate Hills, Wichita, was named in his honor in 2003.
Shriver died March 1, 1988, in Wichita.
